Second Meeting of EU and Central Asia Ministers for Education

June 23 will see Ministers for Education from the EU and Central Asia meet in Astana, Kazakhstan to discuss reforms in the region in Higher Education (HE) and Vocational Education & Training (VET) and agree on future regional and bilateral cooperation.

Joining the Ministers for Education will be representatives from Ministries of Foreign Affairs, Ministries of Labour, European Union Delegations and Embassies in Central Asia as well as Ministers from Poland, Latvia and Slovakia, high-level officials from the European Commission and senior experts and specialists in the fields of HE and VET.

The Meeting will be officially opened by M. Erlan Sagadiev, Minister of Education and Science of the Republic of Kazakhstan, and Ms Marjeta Jager, Deputy Director-General, DG International Cooperation and Development.

Delegates from Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan and the EU will discuss reforms in establishing National Qualification Frameworks (NQF), Quality Assurance, mobility and employability in HE and VET, and the event will conclude with a Declaration by the Ministers outlining steps for strengthening cooperation and policy dialogue.

The event is being organised by the Ministry of Education and Science of the Republic of Kazakhstan in close cooperation with the European Commission and the European External Action Service (EEAS).

Ministers at the First Ministerial Meeting in Riga in June 2015 endorsed a Joint Communiqué on beneficial cooperation in HE and VET and approved a roadmap for activities within the framework of the Central Asia Education Platform (CAEP), focusing on promoting policy dialogue within the region and producing relevant market intelligence. Since the meeting in 2015, 3 high-level regional conferences have been held, a number of national meetings, peer learning events and workshops on NQF, Quality Assurance and Data Collection have been conducted, and stock-taking reports have been published on NQF, Mobility, Bilateral Cooperation and the Bologna and Torino Processes.

In order to fine-tune the Declaration of Ministers a 4th Senior Officials’ Meeting will be held in Astana on the 22ndJune. Participants at the Ministerial Meeting will also be invited to visit EXPO 2017 “Future of Energy” during their visit and attend an official dinner held on behalf of the Minister of Education and Science, Mr. Erlan Sagadiev.
